The purpose of the Canada-United States Civil Assistance Plan (CAP) is to provide a framework for the military of one nation to provide support to the military of the other nation in the performance of civil support operations.
The Search and Rescue (SAR) Operation Report for L’Acadien II was compiled as directed and submitted to Rear-Admiral Paul Maddison, Commander Halifax Search and Rescue Region, who accepted and signed it on July 15, 2008. The Report has been distributed internally within the Search and Rescue Region to those units and personnel with a need to know.
A SAR Ops Report is not an investigation but rather a joint Canadian Forces/Canadian Coast Guard internal review of facts and procedures. Its purpose is to record the pertinent details of an incident with a view to identifying lessons learned that could be integrated for future use into our SAR standard operating procedures from coast to coast. It is also a means by which a professional organization routinely examines how it conducts itself. Reviewing our processes and procedures from time to time enables us to learn from our experiences, improve and thus maintain excellence of service.
